Goals
Overview
A group setup by the council that is dedicated to collecting intelligence in the republic of activities by citizens, non-citizens, and member worlds. The organization operates mostly in the shadows, keeping their involvement and presence as limited as possible. Many members of this service hold other jobs to cover their true purpose, or to infiltrate another operation. The purpose of the organization is to observe and collect information to keep the council informed of any threats to their position and power. Membership is known only by those above or below an operator, beyond that no one knows the full extent of people in the network.
Goals & Methods
The organization works by a top down method of operators and clients. Each operator is given wide birth to run their local networks and a set of clients. These clients are then allowed to run their own networks, creating a web of informants downstream of the council. Requests and targets are send down the branches to be handled by the clients closest to the locations. Information flows up to the operators and back to the council.
