Federal Republic of Worlds
Overview
The Federal Republic of Worlds, or Federal Republic, is a representative state that governs over all occupied space. The Federal Republic controls all of the space between member worlds, as well as any unoccupied places.
Member worlds all select by their own method members to the Federal Senate, while proportioned district of citizens exist for the elections of members to a commons. While the senate and commons control most of the governance of the Republic, final say rests with the Council. The Council is made up of eleven worlds (seven founding worlds, and four additions) that hold veto power over the decisions of the senate and commons.
Members of the Federal Republic are granted freedom to govern their territory as they see fit, provided they don’t violate any federal laws or the protections given citizens. Any member world found in violation can and will be blockaded by the other member worlds until such time they return to compliance. In extreem cases Federal Military will intervene.
Inter world commerce is the main item under the purview of the Federal Republic. Any ship traveling between worlds is subject to taxes or fees, the most common being the “jump tax” placed on the use of gates. Each route has a rate that is tolled to ships traveling that path. In addition the Federal Republic issues licenses to people/corporations for operations in space, including in places not occupied by a member world.
Citizenship is an important aspect to the Federal Republic. Every citizen is protected by the Federal Republic the same, regardless of their allegiance to any member world. Federal law applies first to any citizen, even if it contradicts as member world’s laws. Citizens are even able to appeal to Federal authorities in disputes with member worlds. Not all people are citizens. To be a citizen you must be a child of a citizen or have served in the military/government. You may revoke your citizenship at any time. Member worlds my not execute a citizen, the only executable charge for the Military is treason, at most they can deport and deny entry to you. Citizens also possess the freedom of movement, in that in most cases they can travel without restrictions in the Federal Republic.
For those that are not citizens are considered residents when operating outside their home world. They have no protections of the Federal Republic, and if found in violation of any other member laws, or Federal, they will be deported to their home world and denied the right to leave their home world, in addition to any punishment they are subject to based on the laws they violated. Non citizens may have their restriction limited for any reason to any member world, or the Federal Republic, they must be accepted by their home world if deported.
