Access requires special clearance beyond ordinary station security; Holger Graeme said as much when the crew asked.
It is where Wilton Agramunt summoned Kate Broadbeck to sit with him while he wept over a photograph of Brianna Melvin. It is also where he died.

Solveig Kaufer’s acquisition announcement came over the comms while the crew stood there, and through the window they watched Kinetic Logistics drop ships detach from newly arrived transports and attach to the station hull.
